Article 1 (Purpose)
These regulations are established for the purpose of stipulating detailed matters necessary for the operation of the JBNU-KIST Joint School of Convergence Science and Technology regulations (hereinafter referred to as the "Regulations").Article 2 (Composition of Department)
① The department shall be composed of qualified faculty members of Jeonbuk National University (hereinafter referred to as the "University") who hold concurrent positions in the JBNU-KIST Joint School of Convergence Science and Technology.
② In the event of replacing or increasing the number of participating faculty members, the department head must verify the qualifications of the respective faculty members, attach reasons for the changes, and obtain approval from the Minister of Science, Technology, Information and Communications through the Director of the University's Industry-Academia Cooperation Division.
③ The department may employ junior researchers, industry-academic cooperation dedicated personnel, administrative personnel, etc., as necessary to carry out the project.
Article 3 (Organization)
① The department may appoint vice chairpersons as necessary, and the chairperson shall be appointed from among the participating faculty members.
② To ensure the smooth operation of the department, it shall establish an Industry-Academia Cooperation Department, a Research Support Department, and an Education/Student Support Department, and the heads of each department shall be appointed from among the participating faculty members. Additionally, an Operations Committee consisting of all participating faculty members may be established for smooth operation.
③ To effectively achieve and review the department's goals, a self-assessment committee shall be established, consisting of participating faculty members and internal and external personnel.
Article 4 (Committees)
① The composition of the committee of the department is as follows:
1. The Operations Committee consists of all participating faculty members in the department, with the department head serving as the chairman.
2. The Comprehensive Operations Committee is composed of approximately 57 members, including department faculty members and internal and external personnel, with the department head serving as the chairman.
3. The Education and Textbook Development Committee is composed of approximately 8 members, including department faculty members and internal and external personnel, with the department head serving as the chairman.
4. The Performance Evaluation Committee is composed of internal and external personnel.
5. The Advisory Committee consists of domestic and foreign industry-academic experts.
6. For each committee, the appointment of members shall be recommended by the Operations Committee, appointed by the Dean for full-time faculty (excluding those from external sources), and appointed by the department head for others (non-full-time faculty, external personnel, etc.), with a term of two years, renewable.
② The Operations Committee is convened when deemed necessary by the chairman or when requested by more than one-third of the members.
1. Establishment and execution of department operation plans
2. Budgeting and accounting for the department
3. Enactment, revision, and repeal of regulations related to department operations
4. Other matters related to operations
③ To effectively achieve the department's goals, a self-assessment committee shall be established to deliberate on the following matters.
1. Conduct self-assessments at least once a year
2. Develop and implement plans for departmental improvement, and address areas of underperformance
3. Other matters submitted by the chairperson
④ To ensure the continuous improvement of curricula and educational programs, an Educational Innovation Committee shall be established to deliberate on the following matters.
1. Development and enhancement of curricula and educational programs
2. Other matters submitted by the chairperson
⑤ Committee meetings shall be convened when deemed necessary by the chairperson or upon the request of at least one-third of the committee members.
⑥ The department may establish additional committees as needed.
Article 5 (Participating Faculty)
① Faculty members participating in the department must be full-time professors as stipulated in Article 14, Paragraph 2 of the Higher Education Act.
② The following faculty members may not participate in the department. However, faculty members falling under subparagraph 2 may engage in activities such as student supervision (thesis supervision, etc.) during the relevant period with the permission of the department head or the head of the university:
1. Professors on leave of absence
2. Professors on research or academic assignments abroad for a year or longer
3. Professors subject to research participation restrictions by the Ministry of Education or the Ministry of Science and ICT.
③ The department may replace or increase the number of participating faculty members within the scope of maintaining the announced participation requirements when necessary for project implementation.
④ The selection criteria for participating faculty members are as follows:
1. Participating faculty members must be professors at Jeonbuk National University who meet the minimum requirements.
2. Participating faculty members must have research achievements that align with the current research projects of the department or be professors in related fields.
3. If it is deemed necessary for the project implementation of the department, the department head may decide on participation based on the above criteria.
⑤ The criteria for replacing participating faculty members are as follows, and the department head may replace participating faculty members based on the results of self-assessment of participating faculty members if any of the following conditions are met:
1. Serious health issues or death
2. Poor research performance or low participation in projects
3. Difficulty in project implementation due to long-term overseas assignments or research years
4. Other cases where normal research activities are not possible
Article 6 (Participating Graduate Students)
① Participating graduate students are full-time graduate students among those supervised by professors (participating faculty members) participating in the project, and the qualification requirements are as follows:
1. Master's program students: Within 2 years of admission
2. Doctoral program students: Within 4 years of admission
3. Integrated master's and doctoral program students: Within 6 years of admission
② Excluding periods of leave of absence and military service, etc., when calculating the periods specified in paragraph 1.
③ Those who meet the requirements of paragraph 1 but have completed the program can only become participating graduate students if they register as research students.
④ The selection criteria for supported graduate students are as follows:
1. Participating professors recommend outstanding graduate students among those they supervise, up to a maximum of 70%. (However, the department head may limit the recommendation rate of graduate students by participating professors based on the results of the self-assessment of participating professors.)
2. The department head selects students based on grades, research achievements, etc.
3. However, the department head may make special selections if deemed necessary.
⑤ The payment criteria for supported graduate students are as follows
1. The minimum standard amount for research scholarships for supported graduate students is determined according to the department's operational guidelines.
2. For master's program students: Over 2.2 million won (including tuition fees for integrated master's and doctoral programs within 2 years)
3. For doctoral program students: Over 3 million won (including tuition fees for integrated master's and doctoral programs within 6 years)
4. For doctoral program completion students: Over 3 million won (including tuition fees for integrated master's and doctoral programs within 6 years)
5. However, incentives are excluded from the payment criteria.
6. In order to improve the research and education of graduate students, research scholarships for graduate students may be differentially paid based on the detailed scholarship payment guidelines of the department.
⑥ For graduate students overseas, if there is confirmation from the department head that they have been fully dedicated to the project during their stay abroad, the research scholarships for the corresponding period may be retroactively paid after entry. However, if entry is difficult due to unavoidable circumstances, research scholarships may be paid through foreign remittances.
Article 7 (Foreign Scholars)
① The department may invite or utilize foreign scholars for the purpose of achieving the department's goals.
② Foreign scholars must be professors or researchers affiliated with overseas universities, research institutes, or companies. If a foreign scholar moves to or is appointed as a full-time faculty member at a domestic university, they cannot be included in the target of inviting foreign scholars after the appointment date.
③ Foreign scholars can be appointed as adjunct faculty members, and the department may allocate support expenses related to their invitation. The decision on appointment is made by the department head.
④ The plan for attracting and utilizing foreign scholars is based on the project application, and the department must submit a plan for the invitation and utilization of foreign scholars to the department at the beginning of each year.
⑤ In the case of financial support for the invitation of foreign scholars, the department follows the budget support guidelines. However, if deemed necessary for the project, the department may provide support for the invitation expenses based on the university's own regulations.
⑥ Other matters such as changes in plans for inviting foreign scholars or replacing foreign scholars are decided by the department head.
Article 8 (Dedicated Industry-Academia Cooperation Personnel)
①The department head may recruit dedicated industry-academia cooperation personnel to support the training of advanced practical talents.
② The proportion of university graduates and doctoral degree holders among the dedicated industry-academia cooperation personnel should be within two-thirds. However, exceptions are allowed if the number of applicants is fewer than three or if the major field of study is different from the specialized field of the department even if they have a university degree or a doctoral degree. The term "university" refers to Jeonbuk National University Graduate School JBNU-KIST Convergence Department of Industry-Academia Cooperation.
③ The contract period for dedicated industry-academia cooperation personnel shall be from one year to within two years (six months to within two years for the first and eighth years), with a maximum of four years, and during the employment period, dual affiliation with any institution other than the home university is not permitted.
④ Within the scope of not affecting education and practical training support, dedicated industry-academia cooperation personnel may conduct off-campus lectures regardless of day or night for up to six hours per week per semester with the approval of the department head and the university. The term "within six hours" in the context of lectures refers to the attendance time, including cyber lectures and lifelong education center lectures.
⑤ Dedicated industry-academia cooperation personnel participating in the department are responsible for various tasks related to education and laboratory experiments within the department, as well as all tasks necessary for department planning and operation and other related tasks.
Article 9 (Recruitment Contract of Participating Personnel)
The recruitment of junior research personnel, dedicated department personnel, and administrative staff participating in the department requires the department head to select the candidates and request a recruitment contract from the head of the department, attaching supporting documents to verify the qualifications.
Article 10 (Performance Bonus)
① Performance bonuses may be provided to participating professors, junior research personnel, dedicated industry-academia cooperation personnel, administrative staff, and participating graduate students for efficient project implementation, and the criteria for payment are operated based on self-evaluation reports.
② Performance bonuses may be paid by securing funds from the annual government subsidy for the year.
③ For participating professors, differentiated payments may be made within the range of up to 4.8 million won per person annually, and for junior research personnel, dedicated industry-academia cooperation personnel, and participating graduate students, differentiated payments may be made within the budget range for the year, as determined by the project director.
④ Evaluation results are utilized as data for granting performance bonuses, and data on professors with inadequate performance are used to exclude them from receiving benefits.
⑤ Performance bonuses are paid just before the end of the project year. However, the project director may adjust the payment timing if necessary.
⑥ Performance bonuses cannot be paid as regular fixed salaries or allowances.
Article 11 (Payment Method for Labor Costs)
① The labor costs of graduate student research scholarships, junior research personnel, dedicated department personnel, and department administrative staff are typically deposited into the individual accounts of the recipients at the end of each month. However, if the payment date falls on a weekend or holiday, payment is made on the preceding business day.
② If there is insufficient funding compared to the scheduled payment amount due to reasons such as delays in the allocation of project funds from the Ministry of Science and ICT, additional funding may be allocated before payment.
Article 12 (Intellectual Property Rights)
① The purpose of this article is to regulate matters related to patent rights and their transfer for the JBNU-KIST Convergence Department of Industry-Academia Cooperation at Jeonbuk National University.
② Patent applications related to the research of professors affiliated with the JBNU-KIST Convergence Department of Industry-Academia Cooperation at Jeonbuk National University are subject to the regulations of Jeonbuk National University regarding patents.
Article 13 (Meetings)
① The meetings of the Operating Committee and the Self-Evaluation Committee are convened and chaired by their respective chairpersons.
② The committee convenes with the attendance of a majority of its members and passes resolutions with the approval of a majority of the attending members. In case of a tie, the chairperson makes the decision.
③ If a delegation letter is submitted to the chairperson, attendance is recognized, and it is deemed that all powers of the member are delegated to the chairperson.
Article 14 (Operation of Website)
The department shall establish a website to post information on the department's status, participating professors, research achievements and outcomes, and support details for participating graduate students, and shall continuously manage it.
Article 15 (Finances)
The finances necessary for the operation of the department shall be provided from research funds allocated to the department and other departmental budgets.
Article 16 (Details)
Regarding the operation of the department, matters not specified in these regulations may be separately determined by the department head through deliberation by the Operating Committee.
Supplementary Provisions
Article 1 (Effective Date) These regulations shall come into effect on the date of promulgation.
Article 2 (Duration) These regulations shall remain in effect until the termination of the department's operation.
